Circa 1978, this was a reprint issue containing an old Shooter/Swan story, but the cover alone made it worth buying. I was a big Starlin fan and this was around the time he started doing some odd issues for DC.
Here is the original black and white cover to the above that I found on the Back Issue Facebook page, which looks like it originally came from Heritage.

Man, I loved Mon-el when I was a kid. I bought this one of the store shelf and loved it.
